the book is or was written..or has been written???

Hi guys, can you help me with this? Which sentence is correct?
The book was written by Mr. Black.
The book is written by Mr. Black.
The book has been written by Mr. Black.

?? I really dont know...Does it matter whether the author still lives or not?

They are all OK depending on the context; ie the book is repeatedly written (unusual), the book has just been written and we want to stress that, or the book was written some time ago (most common and therefore most "correct" answer).

The first two contexts I gave would suggest the writer is alive.
