You're not the first to essentially suggest that the EFLers of the world Should Unite:-) (at least to some extent).
But it's highly unlikely to be a practical endeavor, unfortunately. This is partly an effect of the highly individual context of the majority of schools, and partly that there are simply no 'global' or even many international laws respecting visas and housing and etc.
Teachers are perceived as being fairly replaceable, so there's little incentive at the national level to provide support/benefits at any level above individual schools. This is likely also true in your home country. |

If you are crying for Brotherhood, then you will have problem with Sisterhood!

As I noted above, the problem is logistics. Visa issues, setting people up with accommodation, orienting them to students/school and etc. takes time. Many countries' visa regulations simply wouldn't allow for this, and few schools would be able to keep a set of accommodation and deal with the daily-living logistics of short-termers on a regular basis. |
Plus it's cheaper for employers to either hire locally or pay their current full-time teachers overtime compared to recruiting, hiring, and flying in temporary instructors from outside the country. |
