Hi,
I was wondering if there is any agencies/or reqruiters( other than JET) who could organise me a job in a specific area of Japan, from outside of the country?
I am predicting a florish of replies saying "do the hard work yourself" and yes I intend to. However, I am open to the idea of paying someone to locate me in a specific area.

The only way to get a job in a specific location is to interview and get hired by a smaller company in that area. These do not tend to have the means to hire from abroad.
It is really only the big dispatch agencies and eikawa chains that normally recruit overseas and they can never guarentee any locations/positions. They bring you in to fill what positions they have avaliable. They can't tell you in advance where they have positions.
And if you are looking for a location in or around one of the major cities, you are wasting your time interviewing with most of the overseas recruiters who normally offer the indemand locations to resignees then to in-country new recruits then anything left will get given to overseas recruits who meet special requirements, in that order.

I'm looking for work in the Tokushima region, or anywhere in Shikoku.
Why? because my partner has a JET position there. While this limits my job options, it does mean i have fewer worries about accomodation, etc. So I guess I am not 'desperate' as such, but rather limited. [/quote]

Well that's hardly the most sort after location. Of course overseas recruiters can only offer you a position there if something becomes avaliable, but if you tell them why you want to be out there... you'd probably be doing the employer a favour by requesting that area especially if you are able to add that you would accept a rural assignment. One of the other Interac ALTs in my city was transferred up here because this is where their JET partner is placed... so it isn't impossible.
Otherwise you are going to have to head over there to job hunt. You do have the advantage of your partner being over there in advance. They can scope out the area. And if they hear of any jobs going they can drop in your CV and get back to you immediately if the employer is interested in taking the next step.
And already having a place to stay and somebody in country that can act as your contact should you not be around if the employers want to get in touch is a huge plus. Not to mention the costs and hassle you save on not having to find a place to stay and your partner having internet and a phone number if you come over to job hunt

Tokushima is not the most sought-after location, but it doesn't have a very large population either so the number of jobs there will be pretty limited. Worth a try however.

I assume that the whole market vs population is relative. For example, there are more people in Tokyo, more jobs, but equally if not more competition.
That is about the score of it. But that's not to say there won't be competition for jobs; there will be but it's unlikely to be as extreme as in Tokyo or Osaka.

JET is not an "agency/recruiter" in any meaningful sense. Your first job is to understand the market and who the players are.

Sorry I don't understand the relevence of this at all. Am I not posting a blog to get an 'understanding of the market'? Lets not waste time stating the obvious. Would it not be more effiecent if you just shared some of these 'players' you talk so vaguelly about?
