Foreign Expert Certificate question: more than once?

So a while back i was looking from some jobs in China, getting jerked around etc.. I thought i found a pretty good school finally, and everything was checking out and they said i'd get a z-visa and all that jazz. Last minute they said "actually can you come on a tourist visa and we'll deal with the z-visa when you get here?" and i was basically "um no thanks, not very comfortable with that" and I got sick of dealing with that stuff and went ahead and accepted an offer to teach English in the Caucus where I am now.

However, the Chinese school sent me an email a few days later with a scan of a Foreign Expert Certificate for me and said i had to come now or they'd "blacklist" me. I said "no" again since they had been dodgy enough earlier and was already planning to teach in another country.

I've heard the blacklist is mainly a rumor, but would I be able to get another FEC after I've already had one issued? I'm going to be looking for jobs soon and rather not waste any Chinese employers' time.

Can you please provide us a little more detail?

First of all, if you have not been issued a Z visa, then they cannot blacklist you or whatever. Second, if you have not actually signed a genuine contract, that would make the process even more difficult. Third, a Foreign Expert Certificate is generally issued in support of a Z visa, etc., etc.

Was this an agent? To tell you the truth, this smells a lot like Frank Zhang, or Maggie-whatever-her-name or a host of other scurlious types of agents. If indeed it were a school, the initials E plus F come to my mind rather quickly.

You have done nothing wrong here and you have rightly refused a job.

Nonetheless, we need or at least should know either the name of the school or the name of the agent because that would shed a lot more light on this kind of crap and make you perhaps feel a bit more relaxed.

RMB 100 says it's an agent.

You need a medical exam and a signed contract to get an FEC.

They are blowing smoke.

Ignore them.

Are you even sure it is a FEC that they sent you a copy of? Would you recognize one if you saw it?

I suggest it is just something that some recruiter has botched together using a computer.

Absolutely nothing to be concerned about!

Some schools such as ours are able to obtain work permits for those arriving on a L visa. It depends on the area of China you are in and the relatonship and reputation the school has with the local government. There is no way a school got a foreign experts certificate for you without you going through proper steps. They can not blacklist you. In the past 3 years I have received only one notification from the government not to hire a person. There are so many wild stories on line by people who can not make it here and probably also in their own country. Do your research, read the forums, study the job ads. Knowledge is trhe best way to protect yourself.
