Just what it says. Assuming I buy a fairly cheap car, what are the minimum costs of ownership in Korea. Just basic 3rd party insurance, registration etc?

Thats a good question. I would also like to know the answer.

Excluding the cost of the actual car and gas. How much is insurance, registration, and any other fees involved in having a car?

I paid 470000won for third party insurance on a 6 year old Matiz in my first year.

I think the tax fee for the Matiz was under 50000. I have to get a safety check done this year (a 2year inteval!).

All highway and tunnel fees are half price for cars under 800cc.

That insurance is pretty expensive then.

Does it stay about the same for older cars?

Sorry I don't know. I don't think it would make a difference for third party. I got full insurance and better liability cover for 391000 this year. It's my second year of insurance in Korea.
