you have to download skype and activate an account with them. No phone required for sms just your keyboard. |

Anything that you want to use from your computer to send via the internet will require you to download and install software.
As far as I know there are no web based systems. |

Yahoo IM allows you to send SMS messages to cell phones. It's free for the sender I think. If you already have IM installed, there'll be no DL. |

99% chance you will have to download some program to send phone text messages using the internet.
I use NateOn for most of my sms. You can also receive your messages on your computer. |

Whether it's free for the receiver or not, I don't know. I guess it would depend on their service package. |
