The 를 is an object marker so it is 'be careful of foreigners. '

Isn't that the wrong subject marker?

It's 외국사람을 (사라믈). 를 only follows when the final sound is a vowel.

So the final sentence should be 외국사람들을 조심하십시오 (Formal sounds better.. Laughing )

Yes, in spelling yes - 들을. In pronunciation, 를. And, wakuksarams is the object of the sentence.
