Are there teacher age restrictions in the public schools in Korea? Rumor is going around that it is 40 - which would be silly as many places are looking for teachers right now. True or False?

False in Gyeongsangnam-do too. Never pay attention to rumors. Laughing

In my experience and from what I've heard, it's harder to get hired at a Seoul public school if you're 50+. (I have a CELTA but no previous teaching experience.) In fact, if I remember correctly, some ads for public school positons mentioned a cut-off age, which may have been 40.

In Incheon, however, there are many public school teachers over 50.

false in gyeonggi do. The teacher I've replaced was over 50. The NT in the next town over is also over 50.

To the OP: the rumor is NOT true. I know many foreign teachers in the public school system who are over 50.

No, you can be hired as a teacher in a Seoul public school when you're over 50. However, you can expect everyone (colleagues/co-teachers/kids etc) to make a big deal over it.
