Is this right: certificate 6166 is merely provided to my Korean public school to confirm my claim that I am exempt from Korean taxes for the first two years?

Now I've been told they won't give me the certificate, because I don't have proof I wasn't required to file a return in 2006.

I hate the IRS. It took them a year to tell me that.

Just file a 2006 return. Problem solved.
