So they just randomly pick luggage and put it in... some unknowing passenger had this happen and walked out of the airport with it! What if this happened to us, and we came to Korea and got busted with it?
I fly through Tokyo a lot, as do many of us!

Tokyo customs has asked anyone who finds the package to return it. |

No.
Many of us fly to Korea via Japan, which is where this happened, and will be flying home (and back) soon. |
