I don't think it's that big of a deal and neither is it original. Check out WestGate in Japan. Many jobs I've applied to in Canada have a similar hiring process as well.
I think it's a nice compromise between not caring who you hire and demanding qualifications that are probably unrealistic. You could also attach more ideas to the site. For example it could be a knowledge and information portal, and a career tracker. Yould could put general GEPIK/EPIK announcements on there, and offer training modules (optional or mandatory).
My other idea is basically make applicants apply to be renewed every year and go through another interview. Automatically renew a portion of the teachers and make the others go through an interview stage. The co-teachers assessment would be taken into consideration but wouldn't be the entire deciding factor. |

What incentives do they have for good teachers to stay? |
