Perhaps.

On the other hand, I very much doubt that there is an accessible database of phone bill defaulters broken down by nationality. I suspect rather that it is the anecdotal belief that a foreigner, more often than not, will run up huge phone bills and then flee Korea.

As far as I can tell, nothing!

The IMF bailout was not due to currency rates, although it did influence them.

Purchase a pay as you go.

Purchase a phone card for Korea.
much cheaper and then just use the phone card (toll free 080)

That's the way to go. Buy the phone, buy the time ahead, no problem. LG telecom, for one, will set you up in ten minutes.
