You'd be fine if you did it now let alone late in the dry season. My wife is staying in the city and the streets are dry where she is. I have been in touch with other people and even those in flooded areas are safe. The problems a lot of the city is facing are logistical. Bottled water purchases are limited and the delivery and manufacturing infrastructure is affected. But in regards to safety, Suvarnabhumi airport is well-protected and the train and highway into the city is elevated.

It'll be fine by then.

The rain has stopped, about 1/2 of the water is already gone and most of the north/central plain is drying out.

The main airport was never affected nor were the subways or elevated highways leaving the city going to the east of BKK.

The city center hasn't flooded (yet) but it may get wet over the next week or two before the water has finished flowing to the sea.

You'll be perfectly OK by then. The situation is already improving some.

It's possible Central Bangkok will be slightly inundated, but much of the tourist areas Sukhumvit, Grand Palace, Banglampoo are not likely to be hit. The highways that are used to go south are now clear and you won't have any problems with that.
