Off the top of my head I would say they are probably the wife and child of a diplomat. Diplomats can do what they want within the boundaries of Pyongyang and a few other places.

Most of the population probably lives their lives not thinking of politics. Probably more worried about putting food on the table than scheming of ways to overthrow the government.
