Hello everyone. Just looking for a bit of advice with regards to something I am doing soon at university. Thank you in advance for the help!

We have Mock Cabinet coming up in a week or so. Basically we play the role of different ministries and deal with a topic, the topic being the current situation between the North and the South.

We have to submit an agenda, with relevance to our ministry, which is the MND (Ministry of national defense). The agenda has to be organized as follows (background, major points, relevance to laws and decrees, details of action plan)

So, basically I'm looking for help with regards to different strategies, i.e: defensive, offensive and deterrence. Issues relating to military build up, anti-missile defense systems, relations with US, preemptive attack strategy, civilian defense (evacuation process) etc etc, you get the idea.

No offence but isn't the point of university that you're supposed to prepare for this kind of thing on your own. By reading books and taking notes and stuff? At least it was in my day.

Anyway IMO you'll get a much better response if you make some sweeping statements about North Korea having rubbish weapons that can't do any damage or something, then sit back and wait for all the counter arguments/insults to come flooding in.

There already is a detailed plan called OPLAN 5027. Try looking that up. I doubt you will be able to get the entire document unless you're in the military though.

OP I applaud and commend you on your research plan. Post your request, sit back and smoke a few bowls while the 'research' starts rolling in. Good job. Good luck with your MND agenda!


BTW, OPLAN 5027-94 was an ammended plan that allowed the ROK forces to hold at FEBA Bravo until the Americans could send in reinforcements, etc.

5027-96, 5027-98, involved the Japanese as well.

Well, I'll take a stab at it. Deskwarming today, this would be a good way to exercise the little grey cells.

First off, we could look at the level of policy Do you have a specific policy you wish to advocate for? Reunification/Stability/Negotiations/Nuclear Disarmament/Improved Links with the US/Decreased dependence on the US/Cooperation with China/Fear of China/etc. you get the idea. Or have you had a policy passed down to you? Or are you looking to establish a policy?

Also, in this scenario, how much cooperation and competition is there between ministries? Are you going to be dealing with budgets? Is the diplomatic wing going to be pursuing their own policy? Do you have to concern yourself with domestic opinion and politics? Are other nations represented at this? Are you doing this within the context of the current administration of Park Geun-Hye? Are you proposals subject to legislation? Are they subject to treaty?

What is the time-frame and scope of this? Are you pursuing short-term or long-term policy?

In this scenario is there a referee with strict, pre-determined "conditions"? Or is it more of a brainstorming?

In order to begin to form everything you really have to determine those things (and probably some others I've left out)

For stuff you can get started on now, I'd look at a brief history of the Korean military, maybe starting from say, occupation times. Then I'd give an overview of the current makeup of both militaries, and any political considerations. You'd also want to include an explanation of the current diplomatic climate as well, and look at both the US and China and their roles.

You could go a bit more in depth and look at the various systems currently deployed and in development by both militaries and their projected capabilities. The greater the detail the better- There are people out there that know their stuff and if you make some basic errors, they will jump on it.

Of course, no discussion is complete without a look at the North Korean regime and its operations, especially in regards to WMDs and ballistic missile capability.

Everything after that is dependent on your policy above. If you favor a policy of confrontation and a push for reunification, then you'll make different decisions and advocate different choices than one of continued stability, a slow push for reform, and waiting for the internal downfall of the regime.

Really, we need more info to help you.

Well good luck on this one. The rest of the world would also like to know what the South Korean defense policy is. I mean besides depending on the U.S. If you dont react when they sink your warship or murder innocent civillian fishermen , you really are defeneless. But U.S. beef , now there is something worth fighting again
