It seems the transfer is going to be delayed a bit, as it seems they were supposed to move at the end of 2016. I could be wrong, but weren't there other dates where this was already supposed to have occurred?

South Korea and the United States have agreed to make the Combined Forces Command (CFC) exempt from their plan to relocate U.S. troops until Seoul retakes wartime command of its forces from Washington, sources here said Thursday.
"The two sides have agreed to maintain the CFC in Yongsan, where it is currently located, until we regain the operational control (OPCON) from the U.S.," a senior Seoul government source said, requesting anonymity.
The allies are scheduled to decide on the timeframe and conditions of the transfer by October, when the defense chiefs will hold their annual meeting in Washington. Many expect South Korea to retake it between 2020 and 2022. |
Or it's right on schedule
Quote: |
The government itself has reiterated that the relocation plan will be pushed forward as scheduled "as a pledge to the people."
Denying the report, however, Seoul's defense ministry said it will "seek the best ways to strengthen the joint defense posture with the U.S. while pushing for the relocation plan as scheduled." |

The U.S. wants SK to take command of the forces on the peninsula, and Hagel has expressed displeasure that SK keeps postponing the handover. Maybe this is a way to force SK's hand. If you want us out of Seoul, you've got to carry the ball from now on. |

I've heard that the high school on base no longer has grade 9 classes, since it's scheduled to close before an incoming grade 9 class would graduate. Not rock solid proof that the base is moving of course, but a strong signal. |

When the commisary and the PX move, then I'll say they've really moved. |

Does this mean it'll be harder to find foreign goods in Seoul at the undergrounds markets? (Though those markets aren't the relief they once were.) |

It won't make things better or cheaper, that is for sure. |
