I have not bothered to click on your link, but I can assume that any festival in Seoul that claims to be on the fringe would likely rival Utah in terms of risqueness and scandal.

Well, they DID have a Ppuckumentary film advertised with a picture of a girl laying on the floor holding a dildo gun.

may haps your confusing the term fringe with edge.
by fringe they mean outside of the art establishment, whether edgy or not is irrelevant.

Funny how there are so many complaints about a lack of cosmopolitanism, culture etc. in Seoul yet a thread on a cultural festival gains such little attention (aside from some pedanticism and unsubstantiated criticism)
