Somehow I get the feeling that if a woman demanded that her husband pay attention to her and not to the room salon girls that it wouldn't stand up in court.

Yes. Just like a false accusation of murder could be misused and lead to numerous social problems. Which is why murder should be legal.

And I hear that the Room Salons for females (host bars) get busted, where the room salons that cater to men are virtually untouched.

Glad I'm not a Korean woman!

43 percent of married women in 'other man' syndrome: survey
More than 43 percent of 16,947 married women aged between 24 and 35 said they are seeing someone other than their husbands and 57.3 percent of them are engaged in sexual relationships.
