Apparently this is a new thing the Korean government has done, since this past summer..

Friends of mine are trying to get an international banking card so they can use back home..

I have once since i got it last year.. Why would the government do this?

The only reason I can think of is that, the k-govt want to limit the amount of money being taken out of the country... although, we can still wire transfer home.. it just doesn't make sense..

Can anyone explain this phenomenon..??

Mine (Woori Bank) worked fine in Europe last month.

Yes mine still works since i got it last year...

But they told me once the card wears out, i will not be issued another one

It's because illegal workers who can't legally wire money out of the country without getting a bank stamp in thier passports right next to their tourist visa stamp could still get the cash out via the international bank cards.
If you try to leave the country with a tourist visa and ten shimman stamps you're busted, but it's no problem with an international bank card (or five) in your wallet.

I've never brought my passport to the bank and was still able to wire money from my account by just showing my ARC.

It's a typical Korean approach to a problem...instead of thinking and doing something logical, they just take a hammer to it and beat the shit out of it until it makes 'em feel good..."look, we're taking care of the problem!"

makes no sense though...if you are here working legally then you should have access to YOUR money!!!
