Well, my sister notified me that she received the card from the (rip-off) post office today. She went down to get it and they said that it would cost another $30 CA since "gift" wasn't written on the box.

So a word of warning. Write gift on the parcel. Man, I hate Canada Post!!

There should be a box to tick on the customs form for that. You tick either "gift" or "merchandise."

Yeah. I sent a drum to my parents for Christmas, and because it was an instrument, and I didn't write "gift" on the box, they had to pay $15 duty. They got some money refunded by phoning some number, but not all of it because of some stupid reason - something like that I wrote "The Doe's" instead of "John and Jane Doe", which only allowed a refund for one person. Anyway, really cool that my folks had to pay to get their Christmas gift. Canada ride my Post.

What about sending personal effects back to Canada? Would qualifying the goods as "used" reduce/cancel customs charges?

Same here. They had to pay about 49$ in duty for a couple of scarves and a sweater. Don't know if they got a refund of not.
