The only fear is FEAR itself. ......
I would suggest those really interested in the main issues behind conscription to read Tolstoy and his treatis on Napoleon's worst creation.... The Kingdom Within is the book but it is very little about the lord and mostly about the brutality of the Czars system of conscription and very comparable to the American version or forthcoming version....
There is a lot to be commended about a military career. The only problem is the end game....death, killing, blood and no more..... That is the problem and the reality which should be shone in each recruits eyes. Without it, a recruit is not really a recruit, just one who would say, "nah, it won't be me..." and it is that one notion that keeps them in business.....

The American version of conscription has been around since the civil war.
Pre-dating Napolean by a bit. What is your point?

Not in my Wellsian short history of modern mankind. Check your dates.
Also the notion of a public army was certainly the genius of Napoleon and the reason for much of his success. There were examples of conscription prior but none of such stateliness.
My point to say it ever so clearly -- conscription is a means where the rich get others to fight their wars without even having to pay much.... a public army is a standing army and its only outcome is further war, a warring world/civilization.
