I am curious why this colloquial expression includes "says" not "say". What is the original form not abbreviated?

"Says you" is the shortened form of/means the same thing as "according to you."

Its a colloquial saying that doesnt seem to follow grammatical rules. Its just a way of saying "you say" by stressing thats its in the Present Perfect

Yes, it's just incorrect grammar. I am not sure why we say "says," but it puts an emphasis that the person is saying it, but not that what they're saying is necessarily true.
