Can I sub it with "whereever"?

I saw a sentence as below:

Whatever country he is from, and however arrogant he maybe with regard to what he believes in, I assure you that he is a qualified scientist.

My question is if I can write "Whereever" to instead of "Whatever country". And my second question is if I could just write "how" to replace "however"?

Yes you could say, �Wherever he is from, and however arrogant he maybe,�� (either with two commas or none, as you prefer)

You could replace however with no matter how

You could say, �Wherever he is from and no matter how arrogant he maybe�� (No comma)

But I m not sure why you want to change the original sentence. Apart from the punctuation and spelling errors it is perfectly OK to my way of thinking.

You can replace "whatever country" with "wherever." Think of replacing "what country" with "where."

What country are you from?
Where are you from?

In this context, you can replace "however" with "no matter how." You cannot replace it with just "how" because it does not convey intensity.

However arrogant he may be...
No matter how arrogant he may be...


I would re-write the sentence as:

Whatever country he's from, and however arrogant he may be - I assure you, he is a qualified scientist.

The reason I want to sub "Whereever" and "How" is I want to know if there were the other way to express the same sentence. And whenever I study English, I always have tons of thousands of quesitons...Heehee...I love English(although sometimes I feel frustrated)....but thank you, guys.

By the way, don't fail to notice the way Advoca and Lotus spelled "wherever!"
