Generally, no, but in some contexts, there could be. Do you have a sentence that is giving you trouble?

For example, is "Jim usually exercises on weekends." the same as "Jim usually exercises on the weekend."?
Does the frequency adverb make any difference?

I think they both mean the same thing as you have used them.

i would suggest that 'on weekends' refers to more than one weekend in a row and 'on the weekend' refers to one particular weekend
